Officiating Update – Starter Online Education Modules Released

Announcement of our New Online Education Available for Starters



We are pleased to announce the release of new online education modules for technical officials. Complementing the existing Timekeeper, Inspector of Turns (IOT), and Judge of Stroke (JOS) modules, Starter online modules have now been introduced as the next step within the Officiating Pathway.


Since the launch of the new Technical Officials Pathway in late 2023, work has continued to bring the framework to life. With a focus on consistency, clarity, and transparency across the country, the introduction of these online education modules represents another significant milestone in the rollout of the pathway. The online modules are designed to support new and developing officials as they learn the rules and responsibilities of a Starter on their journey as technical officials. Interactive in nature, the modules reinforce knowledge through mini quizzes and assist the learning process. Online learning is complemented by practical experience poolside, allowing officials to build skills at competitions, with a practical assessment completing the Starter qualification.


While the modules are particularly valuable for those new to officiating, they also provide an excellent opportunity for officials at any level to refresh their knowledge.


The online education for our catalogue of Timekeeper, IOT, JOS and Starter modules are available by clicking on the link below and creating a free account on the Sport Tutor platform thanks to Sport NZ.





The Starter module is expected to take 35 minutes to complete, making it easy to work through at home in your own time and you can re-visit at any time to assist with learning.


Alongside the launch of the modules, learning logs have been provided to complement the online theory with practical experience.





Swimming NZ's Technical Officials & Volunteer Development Lead, Carlrine Gillespie, is excited about making this development available.

Gillespie acknowledged the contribution of key individuals during this process.
